Apple, apple, apple... why always so much trouble with networked services?
A few years ago Apple would never have a scary, techno-jargon laced error message like this slip though.
This is another sign of slipping standards and a company that just doesn't care about getting the little details right any more.
Someone did reply with a potential fix (and it worked for me) in the forums last night. You need to go to create a new apple ID within iTunes, pass the part where you accept the terms and conditions, and then don't proceed with creating a new ID, but instead log back into your old one.
It seems to want people to accept terms and conditions again...weird fluke, but at least the fix worked for now...

I just tested it on my mac and phone and appears to be working fine for me.
I can't download my itunes U courses. Not life or death, but it has an impact. 99% of the front page is not life or death so whats the problem.

here are the steps you can use to try and resolve this issue.
**On A Device**
1) Quit iTunes Store and/or App Store in multi-tasking.
2) Tap Settings.
3) Tap Safari.
4) Tap Clear History.
5) Tap the Clear History button.
6) Tap Clear Cookies and Data.
7) Tap the Clear Cookies and Data button.
** On a computer **
In Safari in the top menu select Safari> Preferences> Security and make sure Enable JavaScript is selected. Then on the Privacy tab make sure the block cookies option is not set to Never. Close that window then go into the Safari menu at the top and select Reset Safari. Make sure every box is checked and press Reset.

I don't care if your stock price is going up (especially since I'm not a stock owner). But the quality is definitely fading... IMO.
This worked for me...
Login into you ICloud account & ITunes account through a web browser not on your IPhone or through ITunes. Verify that you can login in using your normal Apple ID. (This is step is just to verify that the Apple ID is not disabled and that you are using the correct password after trying to reset it through the default ITunes steps)

Login to ITunes using your Alternate Apple ID
Either your example@me.com or example@cloud.com
The example@me.com worked for me.
I am so sick of seeing "your apple TV is not connected to the internet" and other completely bogus connection /sign in issues.

I never understood saying "fatal error" to an end user. Why not say "whoopsies"?
