Pretty sure if you buy from Apple, that it's unlocked.
I don't know what makes you think that way. The only iPhones Apple is selling on their website today are all locked phones from all the carriers.

Because when you order a T-Mobile Phone on Apple.com, it says T-Mobile Unlocked.

It doesn't matter if it says unlocked. Unlocked can mean anything when you're dealing with a carrier. And every carrier has different rules about what unlocked means, but there's one thing in common, it's not unlocked.

T-Mobile unlocked is not the same as genuine unlocked. You have to call T-Mobile to get them to unlock it, they may or may not do it and it may or may not work with other carriers.
Every carrier has their own unlock policy and they are all different.
Before they even opened, a few Apple reps did say explicitly that they were not selling unlocked iPhones. BUT. I can confirm that T-Mobile SIM cards do work on AT&T phones (if paid in full. Not sure if it works if you're on a contract).
But do they work overseas.
This is the reason I want a IMEI from someone who purchased from Apple so I can run it through Apple's system and it will tell me what the policy is. If the policy is "Retail Unlock." or "Unlock." then it is, indeed, as good as the unlocked version that is yet unavailable, and won't need any further action from them, and thus the only reason they stick T-Mobile's name on it is because it contains the nano SIM.

I think we're getting mixed up with what people actually want. I, myself don't want to buy a phone with a carrier name attached for any reason. I don't care.

From Apple retail store: AT&T full priced no contract = UnlockedI won't argue a whole lot here, because it seems like it's turning into a black hole, but in my system (and I have authorization from Apple to replace iPhones under warranty), the PHONE is IDENTICAL whether it is AT&T/TMOBILE. The activation policy is what locks the phone down, and what determines that. Like I said, if the policy is one of the unlocks, then it's as good as it can get. My phone will be here Wednesday from Apple.com, and I will post what my results are.

The Apple Unlocked iPhone, AT&T full priced contract free from an Apple store and the T-Mobile w/SIM and SIM free from an Apple store are the exact same models.
