As someone who has previously been on MFi projects, I can promise you that you are entirely wrong - there is no negotiating 😉lol of course they do. Depending of the MFi device they want fixed $ costs or % of sales per device. CarPlay belongs to Apple Mafia(MFi) licensing program which you have to enroll, negotiate and sign a NDA.

I guarantee you Volkswagen and the other car makers are not giving apple 8% of their revenue to add CarPlay. Its somewhat surprising you would suggest this seriously.
My guess is Apple hardware and software licensing in total is at most about $10 per car - the real expense is that the consoles need higher quality components (faster CPU, higher quality screen, capacitive touch layer) and need them in in automotive-grade parts (e.g. can bake in the hot sun for years). They then likely need to do a certification of their implementation to qualify for the CarPlay license.
