Can I go to a Canadian Apple Store, get an iPhone 4 totally unlocked? to work with any carrier?

Yes.

You can also order it off the Apple website, which is what I did.

You can buy the iPhone 4 (and 3GS) unlocked in-store or online from Apple. It will work on any network that supports the iPhone (Rogers, Fido, Telus, Bell, or Virgin Mobile), it won't work on carriers that don't support the frequency the iPhone runs on (such as Wind).

The carriers that support it:
Rogers - including Fido and Chatr
Bell - including Solo and Virgin Mobile
Telus - including Koodo
Sasktel

Carriers that do not support it as they operate on AWS frequency:
Wind, Mobilicity, and even the upcoming Videotron and Shaw networks will NOT support the iPhone.

I agree with your statement on Rogers. I jumped from them to Telus and after paying cancellation fees, I still have a win deal since I got a decent plan at Telus. The price Rogers were having me to pay for the phone equals Telus price after cancellation fees.

On top, I encourage everybody that are looking for the iPhone 4 to look at a few Telus stores by calling them. I started looking for the phone yesterday only and after 7-8 phone calls, I've been able to get a 32 GB today at a Telus store close to my place. Two stores close by had stock today and the third one assures me that I would get one next week as they had a very short waiting list. I'm living on North Shore of Montreal.
 
I've called some Best Buys and Future Shops around me and a lot of them seem to have i4s...but only for Telus and Bell...no Rogers, which sucks for me.

Well I would say it depends on each one experience and I'm glad you are happy with Bell. For me, I swore that I will never go back to Bell again...it's countless the time they tried to screw me up (charging me services that I did not ask for, charging me higher than they told me, hidden fees, telling me that I had contract when in fact I did not have, etc). I pulled everything out (TV, Internet, phone and cell services) 10 years ago with no intention to go back. They were phoning me once a month until I asked them to spend effort on someone else that I will never go back and since then I get 1 envelope in the mail every week with their latest huge offer. Every one had their bad and good experience I guess. For Rogers, my experience is that every time you phone CS and ask how much for the iPhone, you get as many different prices than the number of representatives you talk with and it was like that for every iPhone since version one. Even sometimes they can't answer for some obscure reason so I believe their procedures are just messed up.

Those big corporations just don't care about customer service and they offer you bells and whistles to get you move with them but once in, they don't care, they got your money linked to a 3 years contract so they are holding you by the balls. It's like insurance companies, after a couple of years with one, you must shop elsewhere to find out a better deal. Just my .02 cents

I would like to expand on this question. Has anyone from the USA driven to a Canada Apple Store and purchased an unlocked 3GS or I4 using cash or a credit card billed in the United States? Do Apple stores have strict rules about selling to foreigners or do they not care as long as you pay full price?

To add on to this question. We are driving my daughter tomorrow to Vancouver to attend grad school at UBC. Are there still availability issues at the Apple store? I think I would prefer to get her an unlocked phone if possible.

As far as I know, there are still lineups everyday at the Apple Stores in Vancouver. (Going to by tweets/people who have been there and live there)

I'm sure someone who actually lives around there will post here. I live in Ontario but I've been following the lineups/stock availability since launch in most provinces. I lined up in Toronto for mine and it took me 7 hours of standing in line to get one.
 
Not just Vancouver... but pretty much all Apple stores across Canada have folks lining up early in the morning.

The downside is if you pick the day that they don't get stock, you'll just end up spending hours for nothing. I suggest if you really want to get the iPhone 4, get up very early (earlier than 5am) and line up. It would have to be a weekday, as no stock arrives on weekends. If you pick the right weekday when they get stock then great! If not then go back the next day haha

I called a variety of Rogers stores across Calgary this morning, and none of them had any, until I reached a Rogers store who said nobody in Canada had any iPhone 4s. Obviously untrue...anyone want to pay my ETF?

Minor but good note: when I got my iPhone 4, there were two faint yellowish spots at the bottom of the display, visible when the display was white. I was going to call AppleCare and say it was defective, but a search here convinced me to wait. In a couple of days, they vanished, and now my screen is problem-free. :)

The Apple Store still says three weeks until shipping... perhaps that's the time it takes to make iPhone 4s in response to orders?

Of course you don't have to use cash. They will accept your American credit card.
I was in Seattle for the iPad 3G launch and they happily took my Canadian credit card and sold me 2 iPad's even though they still were not available in Canada yet..
The big problem will be finding the iPhone 4 in stock.
