So, ASD reports no problems at all? Ok, have you tried to see if maybe some of the memory might be causing the problem? What happens when you boot the machine with the known "good" power supply? How far do you get in the boot process?
The ram passes all tests via ASD. Don't have a "known good" psu but the symptoms are present with both power supplies.
As far as the boot process, it is the no chime and harrier takeoff with the fans. When it finally boots, the indicator is off until the chime.
Possibly a logicboard? They run quite a bit so it may not be worth it. (Though I would try to get this working if I were you) do you have access to another power supply to test with?

Nope just the two supplies I have. The one from the dp1.8 would work just fine with the hair dryer trick.
No other logic board to try. They are just too expensive.
Try www.applecomponents.com and see if they carry your logic board. I don't believe they are that expensive anymore. Usually, I am much better at troubleshooting other's systems when I am there to see it for my own self and can usually determine what the cause is. I am leaning more at this point to a logic board issue.
Also, like the MDD G4's, I believe there is a front panel module which controls turning on, off, and resetting the machine. But, from what you describe to me it sounds like a logic board issue and I am surprised that ASD did not pick up any issues with the logic board.

with the kind of money they want for a logic board I could either a) purchase a complete single-CPU 1.6 or 2) have a third of the cost of an early intel mac mini.

Yeah, I was surprised by those prices for such older boards. I guess Apple gets a royalty fee for each of those boards Applecomponents.com sells. Have you checked ebay? I know that there might be some replacement boards on there.
They have a ton of G5 Quad boards, so they probably have dual 1.8 based boards as well.
The problem is I lost my job and have no money to spend on components for troubleshooting. Its a shame I couldn't use the same board in both units. that way if it didn't fix one, I could put it in the other. The DP1.8 is is WAY better condition anyway.

Aw, man.. dude.. I am in the same boat!!! However, I am still getting unemployment until the end of the year. I know. It sucks really bad not having employment. I feel for you.
Wanna know whats really strange? The Mac Pro 1,1 and 2,1 boards are still fetching close to 800.00!? Now, thats enough to buy a whole new 1,1 Mac Pro.

There is a massive amount of red flags with anything to do with G5's. I have been telling people this for ages and most never listen. I honestly wouldn't even take a free one.
As much of a PowerPC pusher as I am I would say go Intel if you really need more than a G4 can give you.
People who use G5 hardware do so at their own peril. The proof is all over the place for those that are interested in actually understanding things beyond a 5 is higher than a 4.
Dont know if its a similar fault.
Had on a 1.42 Ghz the PSU blown out and got a new in which worked 3 Weeks,and a replacement worked a week.
Now i put another used PSU in,and swapped the 1.42 Ghz CPU with a 1.25 Ghz CPU and works fine now since over 6 Month
