iPhone 11 turning on VPN - could it trigger new iPhone.

I got a notification my Apple ID is being used by a new iPhone.
Could turning on my VPN cause iCloud to think it's a new device?

Not particularly concern, just curious.

I don't think so. Just to be safe I would log in to your apple account and make sure there are no strange devices associated with your account.
