I think this actually did fix something. I used to not be able to go from 3G->LTE without toggling Airplane mode. Now it'll automatically reconnect to LTE without me having to do that.

I'll be interested to see if I see the same results. I have a Verizon (Samsung branded) 3G network extender in my house and I toggle LTE off at home so the phone isn't unnecessarily straining to get an LTE signal and draining the battery more quickly.

When I leave my house, I turn LTE back on. However, the phone stays on Verizon's 3G network until I toggle Airplane Mode on and off.
 
Amber Government alerts have been there haha, this was a carrier update, nothing iOS related.

Nope not for me. If you search the forum you will noticed that I have been talking about it not been there even after going to iOS6. Maybe for you, but not for me.

And that's not entire true, the conclusion is that Amber/government alerts are carrier/regional based(supported). So, it could simply be that iOS6 has always been able to do amber/government alerts, but it was never available for certain area until this update.
 
What is "International CDMA"?

Per a Verizon rep I spoke to last night, it's for when you are roaming overseas. If you toggle it off, it will only look to connect to International GSM networks; if it's on, it will look for both CDMA and GSM networks.

The update fixed a bug with the phone using data when wifi was on. That is it. Perhaps yours just showed up, however you are the only one I've seen reporting such a problem.

The notes from Apple's support page are: "This carrier settings update resolves an issue in which, under certain circumstances, iPhone 5 may use Verizon cellular data while the phone is connected to a Wi-Fi network."

I don't know if my phone had an issue with the LTE instead of Wi-Fi data leak problem, but only thing I saw that changed was my carrier setting to version: Verizon 13.1 from Verizon 13.0.

Any update? I haven't left LTE coverage but I've toggled it on and off and it had no issue hopping back onto LTE from 3G.

Ya the 13.1 means your carrier settings were updated. Right off the bat I noticed that my signal has improved.
 
Because nowhere in the history of technology has an "update" broken anything? My phone has worked beautifully since Day 1. Why would I risk downloading an update that realistically has the potential to break something without knowing what to expect?

You are probably one of those 9/11 conspiracy theorists huh?
 
It is fixed for me. I could be on wifi and my data use would still increase. Just did a test by reseting data usage and used the phone on wifi. No data usage shown. My data usage went through the roof while I assumed I was on free wifi. Just got billed for $20 overage. Guess Verizon now owes me $20 even though two days ago they had no idea what I was talking about when I complained about the problem.
 
Is this fix from apple or verizon? I would like to show this to verizon in hopes of getting some compensation for the data it falsely says I've used

Just tried toggling Enable LTE at my house and the phone stayed on 3G. Guess I'll continue toggling Airplane Mode when I turn LTE back on and leave the house.

Try toggling it on and then leaving the cellular menu and then going back in and re-enabling it. For some reason I found that trying to do it twice in the menu without backing out causes it to have trouble reconnecting.

I don't remember trying it that way before I got 13.1 so I don't know if it's actually any better now.
