Did any of that exist with that type of wording the last time unlimited data plans were actually offered?

I am not sure. I know att wireless data has some type of disclaimer that data speeds are not guaranteed.

I am surprised verizon put 5-12mpbs as the typical lte speed straight on their official webpage.

Well, to be fair, that particular page doesn't really seem to be any type of terms of service or contract page, simply an informational one with marketing mixed in, as most informational things often tend to be. It doesn't seem to guarantee anything or say that it applies to any specific terms of service (as far as my quick read of it went). Furthermore, it seems to be a page for business, and given that Verizon has separate business plans and services, even if there was some implication there of a guarantee or some sort of terms, they would likely go as far as relating to some types of business plans which can be somewhat different than consumer ones, even if just in some sort of terms and nothing else (although as I recall various business plans can and do offer various things that aren't available with consumer plans).
 
I just read Verizon's page, and no where it says anything about the contact status. When AT&T started their throttling it was for all UL users in or out of contract. Probably going to be the same situation. :(

Agreed, and that was my first point. I had ATTWS for a carrier for 9 years before I started with VZW, keeping both until 3 years ago when ATTWS sucked so bad I couldn't take it anymore and then VZW bought Alltel and assumed Friends & Family (which I also still have grandfathered in).

FWIW, VZW is hit and miss now with data anyway. And, ATTWS recently installed an LTE panel a short walk from my home office - it's either ATTWS or T-Mo (strictly for their wifi calling feature) I think in the near future. What I have to laugh about is that I've read that the new iPhone should come out shortly after the throttling is to begin - what a coincidence...

I hope the FCC gets VZW if they do throttle HA! Yes I'm UL and I pay no more or less so why? Why?
