Sounds to me like you've never been to a restaurant in Canada. When you have a Chip card that supports a PIN they simply bring a handheld credit card reader to you, you stick your card into it, and it prompts you with how much of a tip to leave. The fancier ones will offer you both a range of specific amounts, a range of percentages, or an option to specify your own tip. There is zero need for a paper receipt.
