This is a kinda silly question in some respects, but my younger sister wants to learn how to use a desktop instead of phones and tablets. I'm considering the options to get her one as a birthday present in the next few months. She doesn't need that much power as she's mostly gonna be playing with iMovie, Garage band, Roblox, Minecraft, light browsing/youtube, learning coding, plus Google productivity apps as she grows up and gets more computer based school work (next 3-4 years). My requirements are less than $600 and preferably pink.

1. Get a A18 MacBook when/if they release.
This seems to be the best choice but it doesn't exist yet. Otherwise, would this be enough for the above uses? She's not a power user and not gonna be doing everything at once, so RAM shouldn't be a major concern. The chip would be able to handle all this just fine, right?

2. Get a M1 MBA at Walmart or eBay
I know the M1 is capable of what she needs, I just worry about long term support because of age already. If it's going to stay with her as she grows it needs to be supported for at least 4 years. Plus, finding a new rose gold one is going to be harder to do it seems as Walmart near me only has silver.

3. Get a more modern MBA but forego the pink
A newer MBA, like a M3, would more than fit the bill performance wise, but in the respects of price and color it seems it would be out of my sub-$600 range and won't come in rose gold/pink. Is it better to pay the extra and prioritize usefulness at the cost of not being everything she wants?

I would wait and see what Appel reveals with the new MB. If rumors are accurate, it should be fine for her intended use.

Walmart doesn’t carry the M1 MBA (new anymore) and I would stay away from eBay.
I was thinking this was the best option. My local Walmart still sells silver 8/256gb M1s new but you’re right about waiting
 
Wait for the A18 MacBook. The M1 model has been out for more than 5 years. Apple typically only supports major macOS updates for 6-7. The A18 performance such as GPU and AI are also far better than M1.

Every time this has happened, the new model was the better choice overall. For example, would you have bought the iPhone 16e or iPhone 14 for the same price?

Just wait. Either the A18 will meet your needs, or you can get an M5 Air that will absolutely handle everything for sure. Might even find a new M4 Air for a little less if it’s still powerful enough for your needs. I’d still wait to see what’s unveiled.
