So is Microsoft's claim that Surface Book is twice as powerful as the current 13" rMBP based on graphics performance (only)? The discrete GPU in the base will no doubt dump all over the iGPU in the rMBP. But will the main processor?

Looks to me like it's available with both M and U CPUs.
Why not? Maybe $2k is more to you than others. I have the 2015 "Ultimate" 13" rMBP ($2200) and all I use it for is web surfing. Doesn't bother me in the least.

So these are 15W Skylake-U with GT3e? They were rumored for January 2015 in two variants but they were never announced by Intel.
