I'm in the market for a 13 MBP. I'd love a great video card and 4 cores; however whats most important for me is HDMI 2.0a or 2.1! Feeding my tv 4k HDR @60fps is very important and anything less coming out of the MBP would be a wasteful investment.

The performance of quad-core chips on single/dual thread apps is actually often comparable to the dual-core chips, due to very good Turbo Boost. For example, the 1.9 GHz quad-core i7 8th gen is actually slightly faster than the 2.5 GHz dual-core i7 7th gen in Cinebench single-core.

Also since we’re talking mobile, cooling is a big factor wrt the ability to maintain Turbo Boost clock speeds.
With the sophisticated power management techniques current CPUs use, it's hard to predict actual performance simply based on Intel’s base or Turbo speeds. It’s very much workload dependent, including what demands are being placed on the iGPU.

All the Kaby Lake models from 2017 support HDCP 2.2 already.
And all the recent Macs also support HDMI 2.0 for 4K at 60 Hz if you have the right USB-C to HDMI adapter. HDMI 2.0a I believe can technically be supported but good luck on finding one that does it well. So:
4K SDR at 30 Hz - Lots of support, including with Apple's adapter which is HDMI 1.4b.
4K SDR at 60 Hz - This can be supported but you need to use specific (non-Apple) adapters that support HDMI 2.0.
4K HDR at 60 Hz - I believe can be supported, but most adapters don't. There are adapters out there that advertise HDMI 2.0a support, but my understanding is they are hit and miss.
I'm not sure what's available in terms of Thunderbolt, but of course that leaves out all TVs.

The current machines are not 2.0a. Therefore can't output 4k HDR 60fps. Hence why I'm waiting for 2.0a/b or 2.1.. Ideally 2.1 for the ability to use dynamic metadata.
The MacBook was updated in spring 2017. We are not expecting the same this year. Assuming it does get updated with Cannon Lake U this year, it will be summer.
It is possible the MacBook Pro would come earlier than the MacBook.

It looks like the OP is going to be disappointed. My understanding is that 2018 will not bring 32 GB LPDDR4.I believe those omissions are all due to technical restrictions/challenges and not a choice. I'm pretty sure 32 GB of RAM will be coming next year.

Well, FWIW, the leaks that have appeared so far have confirmed LPDDR4 in Ice Lake Y. The pic below doesn't confirm it for Ice Lake U, but presumably if Ice Lake Y is getting it then Ice Lake U will get it too.32GB next year is reasonably likely, but it's yet to be confirmed that Intel will support LPDDR4 in Ice Lake (the processors likely to appear in next year's refreshes). I don't think there will be a form factor update until around 2020.
