using the beta 4 profile i found in the link i posted, the GM showed up on my watch right away.

The GM showed up under the watches software update for me the second it was released, didn't need to install ios 9 GM or the new watch profile

Don't you need to be a Developer to download that profile?

It's a GM, you never need a developer account for a GM, the current beta profile from beta.apple.com works fine and allows you to install the GM from today, with or without a registered UDID on your iPhone. Install the public beta profile on your phone, then the watch beta profile from the same place, just choose watch from the OS pop up and it'll work.

Followed the above information and now see the GM for my watch. Does anyone know if you need to be on iOS 9 GM before proceeding with Watch GM?

Doesn't work. When I click to download the profile it gives me.

Says "Sorry, you cannot view this page" and that the page no longer exists or the apple id you signed in with does not have permission to view this page.

the link is down in the comments, not the main link at the top. that link is for valid devs.

don't know if you have to, i think iOS 9 is required for watchOS 2 though. i upgraded just to be safe.

I assume just like the iOS GM the GM for this is also the final version? Just want to make sure that it's safe to install on my watch.
