I always thought that it was a consequence of changing the dock behavior via terminal commands, however this time was a fresh install. I've been experiencing this since I installed Ventura over Monterey, close to 3 years ago.

Nah, it's different, a Telegram bug. The original issue was indeed fixed (still can't believe it).

Yes, after updating the Telegram app, the issue is gone. I still can’t believe it took so many years to fix this problem.
