Virtually EVERYWHERE, you are NOT in a position to hold your phone straight out, two feet away from your face, to talk to someone. You make yourself a target for thieves and rarely have that amount of room on a commute, nor is it physically possible within standard safety parameters most of the time (e.g., driving!).
You're not going to do it while walking down the street or at a restaurant. You'll do it sitting down at a desk or on a sofa at home, and you can just use your freaking computer in any of the usable situations.

No one is saying that you going to use it in the above scenarios. I have used video chat on a cell phone before. yes, it's a novelty, but it has its uses and appropriate times.
Yes, the rest of the industrialized world have video chatting phones.
