This window pops up every now and then by itself, rather, seems to be a feature that is pocket-activated.

It's not the magnifying window, that feature is disabled in settings.

I can't figure out how to get rid of it apart from rebooting.
 
Apple Developer 1: "uhh I don't know how to fix it, do you?"

Apple Developer 2: "no but it's fine just leave it we'll fix it next year"
 
double tap with three fingers to make it go away.

it's a content magnifier for those who can't see well.. you can turn it off completely in Accessibility->Zoom
