Location services is off and besides they use GPS. It might be minute but I'd still like o know what is using it.
No. The iPhones and iPads w/ 3G use what is called Assisted GPS, meaning it uses cell phone towers to triangulate your position within 100 foot radius and as you leave the Maps or whatever running it then uses GPS to get your location down to usually anywhere from 5 to 20 foot radius. This cuts down on time for the user waiting for satellites to find them and to help them find the user faster.
 
If you use any netstat utility you'll quickly discover there is some unsolicited net activity on iphone even when no utility or program is open. On mine there is open socket to push.apple.com (often "hanged" - ie like on pic below open for 46 min with data flowing every few minutes), and every few minutes bunch of http connections is being open to aggregator urls at amazonaws, akamaitechnologies and carriertelia with nothing open and no automatic data retrieval of any kind setup

Yeah forgot about agps. Still it uses wifi if it's available.

That's true. The best advice I can give about data usage is this. It's hard to know for sure what's going to use it and what's not going to use it. So the best way to start out is at 2GB data plan, yes it is more expensive but there's a catch. If you are under 200MB for a couple months (by 100MB or more) then go down and save yourself some money because you aren't data intensive. Otherwise use the phone the way you want. If you limit yourself it's no fun and the thing might as well be a paper weight.

I switched from unlimited to the tethering option cause I didn't want to have to jailbreak and 4GB is a good deal. I use around 1GB per month though and I have no worries. It's awesome as I use my iPad to tether to.
 
I turn off cellular data and p01st- goes over to wifi. Cellular is now dormant for now.

OK so it looks like its this push.apple.com

As soon as I turn the screen off and wifi goes to sleep it goes over to 3G and stays there.
