UPDATE:
In IOS 13.2
You can now control media, but you still can't turn the TV on or Off. Sigh...
yes, I would like to turn ATV off along with my good night scene (turns everything off)
also, within the shortcuts app, I could only select a bunch of home scenes, not all of them. For instance, I‘d like my good morning scene to be activated once I turn off my alarm, but I can‘t even see that scene (even searching doesn‘t show it)
It's ok man, most people on here and on reddit don't understand homekit scene integration and shortcuts etc.
I know exactly what you are talking about.
You are after this functionality and UI to be under the Home app and not the shortcuts.
To all the people that say you can do this with shortcuts now, you are wrong.
The functionality is not the same.
To do this on a shortcut you require it to be a Personal automation which has the trigger automation limitations (that fact that they are actually not automatic and require user approval to run!)
Home automations are REAL automations that can run at given times or changes to the environment without any user input.
I want to turn off my Apple TV when i leave home via a GPS trigger.
Currently i can turn off all my home appliances, lights automatically. However, since i need to use a shortcut to turn off the Apple TV, i can't get this to run automatically and include it in my "Leaving Home" Home automation. To clarify again, my "Leaving Home" automation scene runs with no user input and is not a Personal automation.
I also want to start a Welcome Home scene that turns on lights based on the time of day and GPS arrival trigger. I currently have this working for lights etc, however i want it to start a music playlist on arrival. Again something i can't do with the current implementation.
Here's more on the functionality that has since been removed.
Many users have been installing the new iOS 13 beta and are discovering just how massive the change is going

Interesting. I can select all of my scenes. I can "Sleep" Apple TV using Apple TV Remote shortcut, then set Good night/good morning scenes with "Control My Home" action and set scene.
Read above and look at the article.
You used to be able to turn on and off the Apple TV without using shortcuts.
The Apple TV was actually a selectable item when you create a new scene.
From there you could toggle it's power state as well as set a playlist.
