Nope, only registered development team members can access the dev portal. As I said just above, most of the "developers" selling access probably registered as individuals.

Ok, I have another question. If Apple gives Individual Developers the ability to add 100 beta testers, how does Apple expect them to distribute the beta build to each of of their testers?

After reading your commentings in numerous threads for many months this is the conclusion i've come to about you. You believe you have all this knowledge, but yet I find it interesting that it is basically only an uneducated opinion when you speak. I don't waste my time backtracking your comments to give examples. I'll leave that to you, but use your comments here as a guide. You have no real information on the subject, only an example of what Windows did with their releases. Others who have been a part of the Beta program with Apple tell you differently and yet you still have doubt. Nothing wrong with giving opinions, just be ready for someone to call you out when you try to pass them off as something else.

The OS 3.0 beta builds are not supposed to be distributed to beta testers that a developer adds. They are to be installed only on development devices owned or controlled by members of the development team.

A developer can add up to 100 devices as when they create an application they need to add your device as an authorized device for testing...I believe it's so they can sign the code with your devices UUID (or whatever as it's a unique attribute) so it can only be installed on your device
