Since you mailed it to him, which I'm guessing was UPSPS - couldn't you also look into him committing mail fraud? The post office usually doesn't take things like this lightly.

Where is the mail fraud in this case? A package was allegedly sent assuming that it was received. To the OP, is there documentation to back up the postal transactions? Was it sent certified, signature confirmation? Without documentation backing your claim you will likely have an uphill battle, and get nowhere.
My opinion is at this point is that you will never see the said iPhone prototype again. I hope I am wrong, but this has been dragging on for quite a while with zero positive results to the desired outcome.

If the violation occurs in relation to, or involving any benefit authorized, transported, transmitted, transferred, disbursed, or paid in connection with, a presidentially declared major disaster or emergency (as those terms are defined in section 102 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. 5122)), or affects a financial institution, such person shall be fined not more than $1,000,000 or imprisoned not more than 30 years, or both
Just an update.
I'm still here, I don't have my motherboard. I recently called a number which I found which when called says "Frega Household" but I do believe it is the parents house.
I have the rest of the chassis and everything else.
I will try my best to get it back and hope I do.
