Chris has it nailed perfectly on this one. I have both colors and it is the back panel. Everything else is identical, the band and front panels are the same thickness. Its for sure the back panel, but as to why Chris might be right there also but I don't know.
I doubt I'd go that far with speculation. It seems that any/all thickness increase comes from the back panel only. In almost every pic, that's the only part that seems increased in size...the other points such as the antenna band usually line up perfectly. So I'd say it's probably due to the added thickness Apple had to make it (the back panel) to keep the LED flash from bleeding through during photos. I have an aftermarket white, and also a yellow backplate, and when the flash is on, almost the entire back panel lights up because of bleed through.
 
I think i'll just stick to the black one

the white one may be cooler but the whole point i wanted the black is because of the size...i like the white as well and i may just get one
 
No GB listing??

I just looked, and the back of my White iPhone 4 doesn't have a GB listing.
 
Which other handset maker would we expect to have their manufacturing tolerances stack up to less than 0.008"...? That's the tolerance of a lot of components sandwiched together and it still comes this close. Pretty good I'd say and it doesn't seem to be universal anyway.
 
not thicker at all...same thickness

took a few pics comparing the white 16gb and the black 16gb and even though in the pics the white LOOKS thicker, it IS NOT thicker than the black iphone....just looks thicker because of the color.

i also placed a pencil lead on top and it does not sway either way...it is flush against both.

so basically the white iphone looks slightly cooler then the black one but its thicker then the black iphone

why can't apple apple afford a slightly thinner panels for the white iphone i wonder?
