why do people have fedex and ups hold them

It depends. Every time I order Apple Product and ships via Fedex, I have the ability to request a hold for pick up and didn't have to wait for the first attempt. Once it reaches my city, it automatically goes to the nearest Fedex Office Ship and Print that I choose.

Did you order directly from Apple or from Carrier? If Apple, usually you can request a hold for pick up after the tracking has the "Picked Up" Scan. If it's from the carrier you ordered, they probably restricted it, but usually then after first delivery attempt you can then request a hold for pick up for those.

Since ATT requires that it ships under the account holders name (even though I am a authorized user on the ATT site). how does that work if I ship it to a UPS store or CC center? Does he have to come with me or can I just give them my ID (the address on my ID is the same as the shipping address with the only difference being my dads first name vs my first name)

From my past experience. Whenever I purchase apple product from apple.com, they always ship via Fedex for me. However, the only time they used UPS for me was for the iPhone 8 Plus pre-order that I did. This is probably because Apple uses UPS to ship those phones from China.

You may want to contact Verizon, since they put a restriction on those that probably grayed out the Hold for pick up.

When request a hold for pick up for apple item. I always get a voice message telling me how the apple puts a restriction and that I need to contact Apple blah blah blah. But 100% of the time that message is wrong because I didn't had to do anything and they still took it to the fedex office for pick up. I tend to ignore those phone calls.

Is the package addressed to the business or is it being addressed to you at the business' address?

If the package is addressed to you and you have MyChoice you can probably have it held for pickup.
