If the referee "saw it" and "judged the situation" then they can't.

If the ref saw it, and only gave a yellow card, by some idiotic reasoning the player cannot be extra punished.
Now, as Dracula has not been "punished" on the pitch they can kick him out of the World Cup.

That's what I find odd. Even odder than the the more regular 'footballer's head butt', ie pushing your head against another player's. It'll get you sent off and banned, so why not *really* head butt the other player? Or why not just punch the bloke?
