Nope, the way the question is worded, there is at least 1 traitor.
 
Yes I am a noble from the city, but the rebel cause is everything to me, yes I am willing to risk everything my familly build to let the great rebel cause to succed. If I wanted I could easily be an officer in the steel ministry without risking my live for you friends. What does a sheppered is risking, not much, he have everything to gain by helping the inquisitor..

Yes, in the city where you made all of those contacts. In the city where you have wealth untold. Things that a shepherd like myself has no need for... You really must despise this life away from the trappings of luxury but you will return to them soon after you have betrayed us all.

Why ? I really have nothing to gain, My old House was really powerful, enough powerful that any Inquisitor would be as exited as you to bring my head back and be rewarded greatly!

Yes I travel with you and the lower class, because you don't even know the power struggle within the city. But I believe Misciv need some insiders from the city who really want to change things to be able to chalenge the Lord Ruler. Why are YOU with the rebel ?

The skaa have always been persecuted by those of the walled city. I can only imagine what kind of welcome you will get after you have betrayed us. Time is growing short, I'm sure that at least one realizes that you can't be trusted.

Maybe that is true. However, a lowly shepherd would never be able to make the connections that you needed to forge to get into a position of such intrigue. It has been quite an adventure for you to travel with those of us who live outside of the walls. Do you think they will really honor those commitments they made you?

I think I've proved my side enough. We did great narrowing down a WW to a group of five (sadly I was included), so let's not lose focus on who everyone originally thought was bad.

Rather frankly, I'm confused and I really don't think southern is suspicious at all. Sythas and you are more suspicious to me.
