I'm not really feeling good about the direction Microsoft are taking with the Xbox.
The CPU in Scorpio isn't estimated to be much improved over the Xbone, probably the same 8-core AMD at a higher clock, but the GPU is around 4.5 times more powerful and the system has 320GB/s+ of system memory bandwidth vs the paltry 70ish of the Xbone - memory bandwidth being the core reason the Xbone falls behind the PS4.
Phil Spencer has been trying to sell the console as just the Xbone in full 4K, but skirting around the question of whether a developer is free to ignore 4K and use the extra processing power to target 1080/60 with far higher quality effects.
While the Scorpio GPU is powerful, high-end PC GPUs pushing 8-9 teraflops struggle to maintain constant frame rates 4K with settings towards the high end.
Scorpio just isn't powerful enough to maintain 4K with a higher level of effects (shadows, lighting, particle effects) as a huge amount of that extra processing power is going to be eaten up just rendering a comparable image in 4K.
How well Scorpio is adopted also depends on what Sony are doing and how easily multi-platform titles can be developed for both systems.
