I think you misread. I said that it makes sense what the article here says: no USB C in 2019 and then I pointed out that it seems like an “s” year upgrade feature, which is why I said I “expect it in an iPhone XI S. :)
 
If you're worried about getting a free fast charger you probably can't afford an iPhone anyway. The thing is nothing in the box is free so if they include a fast charger it's added to the price. If Apple included fast chargers you would have people complaining about Apple forcing them to buy a new fast charger every time they get an iPhone. Of course that would lead to someone suing Apple for it. You just can't please everyone

I use a wireless charger I bought shortly after I got my XS Max. I sit my phone on it before I go to bed and it's fully charged when I wake up.

What's more Apple knows through usage stats how many people are just using the included charger vs those that buy a higher wattage Apple or 3rd party charger. They have a pretty good idea that all this sturm und drang over the 5 watt charger has no impact on purchase.

They made fast charging an option (and that required engineering changes made to the hardware which is not 'easy' or 'cheap' so enough about this 'Apple doesn't care' nonsense) for edge case users and still there is nothing but complaining at large on the internets/forums.

Well maybe because it's not needed by everyone. Why should everyone be forced to buy something every time they get a new phone when some already have it. It's the flawed idea that just because it comes in the box it's free. No it's included in the price. If it was up to me Apple wouldn't include those useless wired headphones either. I just want a phone when I buy a phone.
 
The way I see things going is Apple is to going dump the Ligthning port altogether. I have wireless charging with my XS-Max. When I switched from from my 7+ I did a completely wireless cloning of the 7+ to the Max. The only time I use iTunes now is to load personal music files into the Equalizer Pro App. If I ever get off my butt and set up it’s music server on my PC I can load the files wirelessly. I am starting to find it mildly annoyng to plug in a lighting cable.

Think of an entire desktop that is a charging pad. Sit down and just place your smartphone, Apple Watch etc any where on the desk top.

And yet, if I had to go out and find a USB-C cable at 2AM, I'd probably only find micro-USB, or Lightning cables.
Depends on location, I suppose.
Even 7-11 has USB-C now.

The question is whether it'll be 2019 or 2020 for the iPhone as the iPad is already there. Sources still indicate Lightning in September which will be a disappointment but not unexpected.
