AT&T will not activate the phone unless you activate it with the SIM included in the phone. They call it "security" but it doesn't matter if you take it out and throw it away before first turning on the phone, the phone will not activate. You cannot put in your old SIM card and use it without activating it with the included Sim first. There is literally no way around it. AT&T will no override it. They say its Apple's doing, and Apple says its AT&T. This all changed last year.

That’s what I’ve been saying, I don’t know why people don’t understand.. sim free paid outright is the only way the carriers don’t know you purchased a new phone.But if you don't get the sim-free version (ie: you get it through the AT&T Next plan like I did) there is no way to avoid triggering the upgrade fee because you HAVE to activate the phone with the sim it ships with. Using the sim from our current phones will not work.
Its added to the carrier bill, but my order confirmation shows the fee.If you were to be charged would it appear on your service bill or checkout on apple?
Actually I activated it using my old sim. No matter what sim was in the phone I immediately got the activation screen. I still have my old 6S sim in my X now. I tried exactly that. It spun and spun for an hour and failed. Contacted AT&T, said everything was fine. Contacted Apple, said AT&T is requiring it to be activated with the SIM that it came with. Something is definitely going on on the backend. Ultimately, I put in the original sim and it activated in under 30 seconds. I worked them over for awhile and they finally split it with me so $15 which I was ok with.Have people had better luck calling to get the $30 fee waived? I just chatted with Verizon and they refused to waive the $30 fee.
New inactive sim, one that has never been used. A SIM that VZW knows it belongs to them but have no account to tie it to.Regarding Step 2, are you saying to put a new, inactive SIM in (I have a couple of them lying around), or can I put the currently active SIM from my current phone X in the new device?

Funny thing , after I realized it didn’t matter what sim was in the new phone as it always asked to be activated, I threw the new unused sim in my 6S and it worked perfectly. It didn’t ask to be activated or anything(I’m talking about the activation screens you got when your setting up the new phone). This doesn’t work, I tried it with my X last year. I took the sim out of my 6s and put it in my X then turned it on. It asked to be activated. I even put the new sim in my 6s and the phone worked fine without needing to activate the new sim. Verizon must have software on the phone that knows if it’s been activated or not. The only way to not get charged is to purchase sim free outright and swap sims, then Verizon doesn’t know. I was able to talk them down to $15 for the upgrade fee but, they wouldn’t waive it completely.
When I got my 6S late 2015 it worked like a charm. Verizon had no idea that I swapped my 5S sim into my 6S and I wasn’t charged for an upgrade. That’s why when I got my X, I told the guy at the Apple store I didn’t want to activate the phone in store because it was a Christmas present(white lie) and I could swap sims before turning on the phone. I was surprised it actually didn’t work anymore. It was last year when I got my X so it’s too late now. I’ve honed my skills since my last attempt and this year maybe I can get the whole fee removed.They offered me the same thing.Would drop it to $15.Used the sad face emoji and asked if the was the best they could do.Said let them check.Come back and said they would credit me $30 when the fee shows up on my bill.Not sure how much it’s worth to you,but I would try to get the rest.
Its not the money, its the principle of the matter that AT&T its stealing $30 for nothing.pay over $1K for a phone an additional $30 is peanuts, although that money can be used for a new case.

Get a new SIM and don't say anything about the upgrade fee ... and see what happens: You have nothing to lose and those sims are super cheap in eBayCan you go into an att store and ask for a new sim. Tell them you don’t want to pay the fee also?
I contacted Verizon via the app chat. At first, I was offered $15 credit. I asked nicely if I could get the full $30 being that I have been a loyal customer for a long time. Sure enough, I got the $30. It's actually appearing in my account now as a credit towards my next billI worked them over for awhile and they finally split it with me so $15 which I was ok with.
