I hope it doesn't come so we don't have to listen to people bitch about what it didn't fix that they thought should have been fixed.
I have no problem using iMessage on my end, i tried yesterday between my iphone 5 and 5s and it worked perfectly, via wifi or lte, sent pictures and videos and it went fine... I wonder why it works for some and don't for others...
iMessage is broken for many people though. I don't know a single person with iOS 7 who hasn't had the iMesssage bug.
most likely scenario would be iOS 7.0.3 ships on the day the new iPads are released.
iOS 7.0.3 goes tommorow. 7.1 beta goes on iPad event.
I would say for 7.1 at iPad event because of:7.1 for the iPad is just a rumor it could easily be early next year that we see iOS 7.1, similar pattern to 5.1 and 6.1 releases.
This OS was programed from scratch and since it's completely new, they may need to do more work on it.

2. Mavericks will be introduced on upcoming event so they could also go for 7.1 to reintroduce keychain feature
no chance that iOS 7.1 will be ready though for when the iPad is released.. we have not seen any betas released to developers and even if they did send out one at the event beta period lasts longer then the time frame between event and when the ipad would be released.

They don't have to release a beta for 7.1, so your logic is flawed.
They are going to re-introduce iCloud keychain, which was present in the iOS 7 betas but taken out in the GM. It's a major feature, and has already been tested.
Also, they don't need to release a beta for bug fixes. They really only release them to test new features, which, as I mentioned, was already tested in the betas.
Based on previous Apple History (the fact that IOS 5.1 and IOS 6.1) were indeed Apple Beta's seeded to the Apple Developer Program, IOS 7.1 will be a BETA!
