Just disable the "Suggested Apps" feature in "Handoff & Suggested Apps" and you're good.

Is there any way to tell your phone or computer or for that matter Google Maps and all the other services: I do not have a car, stop telling me how long it will take to drive places! I know I've seen some options to turn off traffic info but I just generally want to set stuff up to tell me about public transport, walking or nothing...

No sooner than I said Proactive isn't working for me, this morning I get in the car, connect to BT and Apple Music shows up on the lock screen ready to go.
