My iPad, now on developer beta 6, has this weird bug where the AirPlay menu lists "Bedroom Apple TV (2)" as an available option.

The Apple TV we do own does appear in the AirPlay menu and works fine, but we do not own a device called Bedroom Apple TV and have never at any point owned one. I looked at the devices listen on my AirPort router (just to be safe) and there is no such Apple TV on our network.

Anyone else experiencing something similar? It bugs me that the menu lists this non existent Apple TV and that I can not get rid of it.

I did try to AirPlay to it and I get a message saying it can not connect because the signal is too weak.

It's your neighbour's Apple TV most likely. Airplay has ad-hoc/peer to peer capability. I have no idea how to disable it unfortunately.

I always thought it was strictly WiFi. Seems a bit strange that I could be able to stream stuff onto my neighbors Apple TV.

It is I think, it's just that it has the capability to connect to one wifi AP and also advertise another. I think chromecast devices can too.

As for throwing video over to the neighbors, yeah I've often wondered what would happen. :D
