One team for UI things like this, another for other aspects of iOS. I would believe that. It's a real shame they don't have the ability to move people between teams, though, because the bugs could really use more attention.I'm pretty sure the teams that fix bugs and the teams that do this sort of thing are not the same.

Weirdly my engraving is showing on the 'connecting' screen (at the bottom of your image), but it doesn't show up in the image at the top of the settings screen (top of your image).
