Not surprised. It would have made the AirPods Pro too expensive with a functionality that may not be that useful.

I should note that the current AirPods Pro charging case is only Lightning-connector compatible for wired charging.
 
I would like air pods to include those two features, could take off Apple watch for training in a gym. I don't understand why people wouldn't want extra features if they never throttled the performance of the pods. I would upgrade my iPod Pro's and buy new if they came with it. I don't have a Apple watch, I have a Garmin Fenix 7 which I am delighted with.
I'm confused by your contradiction.

I suspect the sensors would always be on, impacting the battery, but turning off the feature only turns off transmitting the data.

I see no contradiction, just a statement of fact. Perhaps you misread my post. If I had included the word "I" at the beginning of the part you bolded, I could understand your confusion and see the contradiction.
