Apple was making a killing licensing out MFI to third party accessory makers... So they had a financial incentive to keep the iPhone on lightning. The accessory market for iPad and MacBook isn't as robust so it wasn't a huge loss transitioning those over. You better believe that if it wasn't for the EU iPhone would be on lightning for many years to come.Pretty embarrassing the EU was the catalyst for Apple to switch to usb-c.
Apple has been shipping USBC since 2015 with the 12” MacBook. Surely 8 years is enough time to complete this transition.
