Dear Pam XXXXX,
Thank you for contacting AT&T Customer Care about unlocking your iPhone 4 with the IMEI 012336003913344. My name is Stanley Moore, and I will be more than happy to assist you with your inquiry.
AT&T will unlock an iPhone under the following circumstances: the person requesting the unlock is a current AT&T customer or a former AT&T customer who can provide the phone number or account number for the account; the iPhone was designed for use on AT&Ts network; all contract obligations, including any term commitment, associated with the device to be unlocked have been fully satisfied; the iPhone has not been reported lost or stolen. Also, current customer accounts must be in good standing with no past-due amount or unpaid balance and has been active for at least sixty (60) days. Former customer account may be eligible for unlocking so long as they owe AT&T no Early Termination Fee or other unpaid balance. AT&T will unlock an iPhone for an active and deployed member of the military who is a current AT&T customer in good standing and is able to provide AT&T with deployment verification; and a person who purchased the iPhone from an authorized location are the 'no commitment' price and can provide proof of purchase.
Ms. Barboza, please note, if you are traveling internationally, the iPhone is a quad-band phone and will work in many countries across the globe. Please visit www.wireless.att.com/learn/international/for information on traveling abroad with iPhone.
For questions regarding AT&Ts wireless service and iPhone, please contact AT&T Customer Care at (800) 331-0500. If you are outside the United States you may dial +1 916-843-4685 from an active AT&T phone or any landline 24 hours a day.
My name is Stanley Moore, and I thank you for contacting AT&T Mobility. We appreciate your business.
Sincerely,
Sounds like there's a policy change, but you may as well try. Assuming the holds aren't as long anymore, you don't have much to lose.
okay so I have a friend that is an AT&T customer (in good standing) who is going to call for me tomorrow to unlock my iPhone 4S. It is not reported lost/stolen or under contract. The only problem is, I don't know who the previous owner was? Who should I say was the previous owner? I don't know what to make up? thanks!
The IMEI XXXXXXXXXXXX is not found associated with your old account
number XXXXXXXXXXXX. There was a different IMEI iPhone on that old
account. Therefore, proof of purchase will be required in order to
release the lock on this device. Please reply with your sales receipt
for your original purchase at an AT&T retail outlet.
The requirement that is needed is you have to complete contract or need
a paid receipt from an authorized AT&T retail outlet
confirming that device was purchased at full retail pricing. Your phone
is not eligible unless you can produce a receipt that you bought it
directly from AT&T. *Ebay sales and gift transfers are not eligible.

This is the reply I have gotten when trying to unlock an iPhone 3Gs that I purchase off eBay. I did have an account with AT&T, but I don't remember if I had this phone on the contract before paying an ETF. Luckily the original receipt came with the phone when I purchased it, hope they take it. I'm once again waiting to see what AT&T will do. Really it doesn't matter much, the phone is jailbroken and unlocked with ultrasn0w, but it would be nice to not have to fuss with that any longer.
Tell them you bought it used off ebay or CL.
Is there anyway of making up a receipt for an iPhone 4S from a website or store?
