The joke is why wipe the phone instead of waiting it out? Neither does a full restore or sign out, reboot, sign in cycle.
It is definitely tied to some accounts, borked for my daughter's account sign out and sign in with my account and it is fine.

A few days?! No kidding! My clients would kill me with this kind of answerLocal telephone support from Apple in the Netherlands acknowledged the problem. They have some internal info about it. I have to wait a few days and if it is not solved then I have to call back again.
