After going through the loop a few times I just clicked 'cancel' and was then able to continue with the updates as usual. Not a biggie.

No problem with updates but no way to install new apps... always that f'kin loop :/
 
Happening here for me in Germany as well. Can update apps by accepting the conditions twice but with new purchases it just endlessly loops.
 
Same problem here in Netherlands. Local Apple telephone support have no clue about the issue.

Started happening on my daughter's iPad and iPhone today (both with the same account). Have spent 3 hours trying to fix this now, including a complete wipe of the phone. What a complete and utter joke!
The joke is why wipe the phone instead of waiting it out? Spend 3 minutes and then reboot the phone and try it later?

Edit: just updated 4 apps, no issues.

I had 8 app updates this morning sometime between 12:00AM and 6:00AM with no problems. I'm in U.S. Eastern standard time running iOS 12.2 on iPhone X

Why? It is most likely a server bug and Apple will address it.

I get this looping when opening some apps. Right now it's the BK app, it says there is an update, clicking update takes you to the App Store where it says open, clicking open returns you to the BK app which says there is an update. Theres a handful of apps that suffer from this problem, most of them some type of retail app. I've contacted these developers but don't get any response. It's like they don't want my business and want me to buy elsewhere.

Neither does a full restore or sign out, reboot, sign in cycle.

It is definitely tied to some accounts, borked for my daughter's account sign out and sign in with my account and it is fine.

Have you tried change the date and time to a few days back and see if you can then download apps?

Local telephone support from Apple in the Netherlands acknowledged the problem. They have some internal info about it. I have to wait a few days and if it is not solved then I have to call back again.

It's a pro I-phone... don't want to apply work around, I want that Apple fix this issue now, period

Tried one day back... does not work... too far back the app store dont even want to load the next page

this problem seems to be 20hrs in... still no resolution... :(
 
I pressed agree couple times, then cancel... works since then...

Good job. I always wanted to disagree with T&Cs and still continue using the service. Forcing new T&Cs upon customers should legally forbidden anyway unless those new T&C are in favor of the customer.
