I think it's great to get em out to Dev's fast, and it's a nice gesture - It's like getting your dev fees for a year free.
From what I have been told, the "lottery" is a weighted score based on a lot of factors such as: length of development account, additional programs membership (Mac, iAD, MFi, etc.), conference participation, apps in store, awards, activity of you developer account (login, downloads, big reports, etc.) and geographic location. I wouldn't be surprised if it was ranked score first and perhaps a random determination as a tie breaker making it a "lottery."I wonder how many of those that won the lottery will actually develop for it and not just nerds that want it faster.
Disclaimer: I'm a nerd and developer and I would love it faster. But since I have no inclination to develop for it in the short term, I didn't want to ruin the chances of an actual developer to get one.

I feel like that isn't correct. I have two apps in the store. One which I wrote while starting out college just to test the waters. The other is a social app that I was hoping would take off but only got a handful of downloads (shameless self-promotion, but it's called GroGApp). I also have never been to WWDC, and do not have membership in any additional programs.
