Their app interface doesn't go against the guidelines. The function of the app doesn't either, it just manipulates an image to create a wallpaper. Dunno who would pay for this rather than just making their own images though. Also, looks a bit off with a different radius at the top of the image vs the radius at the bottom of the screen. to to mention the massive black bar at the top.
Im fine with the notch remover, if that’s your thing. But it most certainly does go against the guidelines, which state in part: “Don’t mask key display areas. Don't attempt to hide the device's rounded corners, sensor housing... by placing black bars at the top or bottom of the screen.”
 
Who spends that much time looking at their lock or home screen? This is worse because it will just make the notch stand out that much more in apps. But if the notch bothers people that bad when looking at their wallpaper just find wallpaper that has a black background or gradually gets darker towards the top of the photo. This is what I’m currently using for the holidays. It completely hides the notch on the lock/home screen.

Looks horrible both ways, only thing that works is smallest possible bezels on both sides or fully edgwless, designwise

To be honest I'm leaning towards this not being an exception, but a mistake and this app will go away.

And yet my phone still works fine, the sun still rises every morning, it doesn’t ruin my day to have a little notch there, and I don’t have to drop Face ID for a far less important feature (the removal of a tiny thing).

It doesn't really though, does it. Bezels are dead, useless space by necessity, whereas this 'bezel' is interactive and showing useful information.
Except that with this hack the middle does look like dead space. You see useful information on the left and right but the middle is always empty. With the notch even though it’s not aesthetically pleasing you know why it’s there and you know Apple’s goal is eventually for there not to be a notch at all.

Formally the app just add a black bar on top of wallpaper images, so I don't see how it could go against any guideline, right?

I guess it goes against the spirit of the guidelines, but yeah, maybe it's not so strictly applied by Apple here.
 
I wonder about any OLED burn-in implications using an app like this. Not that I'll be using it - I don't mind (or often notice, to be honest) the notch. And when I do, I rather enjoy the little quirky character it adds. Different from all the other rectangles out there.

I said designwise it looks horrible with it. Otherwise its an awesome phone..
 
Apple is possibly testing user feedback by letting this app on the Appstore. Give customers who dislike the notch and still holding out an option to change the look.. and what's better it's a paid app, so Apple will get their cut.
This looks much better.. though it's a personal preference, and some might prefer the new notch look while some would want to stick with the plain look.
Only downside of this wallpaper is, without the ears, there is no indication that the top corners are active for notification center and control center, though not a big issue once you know it or just highlight the corner with a dot and line as the new Home bar.

The app doesn't do that to be rejected as far as I know. As I understand it is just a simple image editing app.

Moreover, these are human interface guidelines, not app store review guidelines which makes a big difference when it comes to enforcement.

i prefer apps that don't hide the notch now. the screen feels smaller if they hide it.

actually using the device makes a big difference.
