I'm pretty sure it's local time, since it depends on each individual stores stock. Less than 15 minutes here to go on the east coast!

Sad but True.

Resting on their laurels, profit taking by cutting back on quality control testing and recycling the same old aluminum iPhone body over and over again has kept Apple Fat and Happy while customers bear the brunt of the issues.

Apple's milking customers for all their worth.
 
VPN did not work... Apple has bested my attempt to best them! (unless they just didn't go live at midnight eastern)
