The App Store team 1000000% has bias there are people on the team that purposefully try to make certain developers lives much more difficult and they don't want to promote certain apps to be promoted because of personal bias.

It's fairly coherent. Elon is arguing that what Apple says they're doing is not actually what's happening.
It's a way to prevent the frivolous lawsuit from happening. Put out a clear statement and hope Musk moves on. It's a way to keep Apple from dealing with this nonsense and might even help Musk by helping him not pursue this further.
if you disagree about Apple making Apple Watch exclusive APIs, then you should also be siding with Elon.
