Existing and new iPhone Upgrade Program members can use the Apple Store app on the iPhone or Apple's website to go through all of the pre-approval steps to get ready to purchase a new iPhone, including checking upgrade eligibility, securing credit lines, and confirming other necessary information.
Those who are not members of the iPhone Upgrade Program can also select their preferred iPhone, confirm their status with their carrier, add accessories, choose an AppleCare+ plan, and add a preferred payment method to prepare for the iPhone launch. Both payment in full and other payment options are supported.
With this setup process, all customers who go through the "Get Ready" steps will be able to pre-order their devices with the tap of a button on launch day.
Apple has always had the pre-approval process for iPhone Upgrade Program customers, but the new streamlined pre-order preparation for other customers appears to be a new addition.
The iPhone 13 models are priced starting at $699, while the iPhone 13 Pro models are priced starting at $999. Pre-orders begin on Friday, September 17 at 5:00 a.m. Pacific Time.

They explained that I should be able to use Apple's iUP as I did originally, but that "things" are not "ready" on T-Mobile's end just yet, which is why this step is failing. The pre-ordering is basically one big race, this helps streamline the process by letting customers fill out their order before the race begins. This makes it fairer for everyone, so that it only comes down to who is the quickest to hit the button, regardless of whether youre purchasing outright, on a carrier plan, etc.I'm pretty sure Apple could let people pre-order (heck, order) right now if they wanted to. Yes, there's logistics behind this, but I'm sure there's a bit of marketing psychology behind this, too. I'd love to see the study on heightened anticipation which indicates an increase in sales.
Meanwhile, I'm still happy as a clam on my iPhone 6S.
Could be if you have a business account with T-Mobile you have to call in to T-Mobile to do the upgrade program, that’s what happened to me last year.Is it this error? I’m chatting trying to fix it with T-Mobile now. Don’t think I’ll be successful though

Thanks for the response. I will try again tomorrow. The chat operator was no help. She said to take advantage of the iPhone upgrade program I’d have to buy the 13 from T-Mobile. You right it’s easy the pre pre orderI used to do iPhone Upgrade Program faithfully, but have switched to Apple Card monthly payments.
I actually also just completed the “pre-pre-order”. Pretty simple.
