They already did btw. At least, with the X. When it was launched, the difference between the Intel and Qualcomm modem was apparent (I had both devices). Now I see that my Qualcomm X does not have signal in some places where I always had it, but didn't have it with Intel either. Ahhh. I don’t remember it being voice OR data. Just people complaining they were getting only 1-2 bars and a visual fix was applied....and toggling airplane and roaming on and off a bunch of times and now I'm at:

41.4/3.39
So it seems to be a crapshoot - when it re-connects to the network, it might hit the right frequency/right tower, or it might not.

Keep in mind that the XS is the first iPhone using an Intel rather than QUALCOMM modem chip on the Verizon network.
I returned my Xs Max due to this issue. I couldn't risk it possibly being fixed with a software patch with only a 14 day return policy.It's likely a hardware issue per Apple Engineering team

Best Buy’s iPhone 6s and higher phones have always been Qualcomm ‘universal’ (different from ‘unlocked’) devices because of their ‘Choose phone freedom - any carrier, any phone, any plan’ philosophy. The iPhones are only ‘locked’ to a carrier once they’re activated. This also has the lovely side effect of reducing inventory complexity and making it so there’s less of a chance of being ‘out’ of a phone for a certain carrier like previous devices.
If you buy an iPhone 6s, 7, 8, X, or XS series phone from Best Buy, as long as it’s not a PREPAID phone, it should be usable on any carrier in the US. If using it outside of Verizon, Sprint, AT&T, or T-Mobile, such as an MVNO or local carrier, you’ll need to put a Verizon SIM card in first, or it will tell you the SIM isn’t compatible with the activation server.

Apple has just done a second engineering capture on device #2 . If this was a minor problem I wouldn't have seen the exact same issue on 3 straight XS phones. It happened on both Verizon and AT&T. I would have tested T-Mobile also but I was out of town .I returned my Xs Max due to this issue. I couldn't risk it possibly being fixed with a software patch with only a 14 day return policy.
I believe everyone has weaker signal. It is not noticeable in most places that have good coverage unless really watching. The new xs are faster if have decent signal.How many reports have there been versus phones sold?

I had the same issue yesterday. Restarting the device worked but that’s not a fix. I never had this issue with my 8.Strange. I just lost all cellular data connectivity on my XS Max about an hour ago. I have 3 bars and the LTE symbol is showing but no data. Other iPhones in the office on the same carrier(AT&T) seem to be working fine.
Swapped the sim into a 6 plus works fine. I tried turning off LTE and resetting network settings and no luck.
I think I found a solution for my slow LTE on my iPhone xs. Try doing this : go into cellular > LTE > data only. Just use data only, not the voice and data and try to do the speed test. It's significantly faster. Not sure if this is an ios 12 issue ir not.
