Yes. That's exactly how the iPhone XR's battery life has ended up on a pedestal despite it not being all that impressive. I saw all these anecdotes of the XR far outclassing the 8 Plus, but GSMArena's controlled test shows a 30 minute advantage at best and a 2 hour disadvantage at worst. A couple of randos on forums compare their brand new iPhone XR to their worn out 8 Plus and declare the phone is the be all and end all of battery life, and then confirmation bias and the echo chamber effect takes care of the rest. Anecdotal "evidence" is wholly unreliable because people will believe whatever suits them.
Even a controlled test is meaningless if my phone isn’t used in the exact same way as the phone being tested. Too many Variables to make a blanket statement, which is why Apple website says..up to.
 
According to Apple's website, they are using VoLTE for their latest testing. And as far as I know, VoLTE is saving a good amount of batterylife.

This I did not know. I figured using lte over edge for voice especially with a higher codec vs more encryption would have meant more battery. Interesting.
 
It's not meaningless when it's designed to be compared against results from the other phones they tested with the same controls. The blanket statements are coming from the overenthusiastic user anecdotes. GSMArena has three specific scenarios they test, and they clearly state what those are.
It is meaningless when you try to compare your talk time on you’re individual phone which is configured differently, Your individual phone is on 3g, have the battery hogging Facebook going, background apps running etc.
