I chatted with a CSR supervisor and he is going to refund the charge.

Good, glad to hear it. Yeah I heard from someone else that phone support attempted to charge them. I did chat support, and from everyone I've heard who's done that they automatically connected you with a supervisor to waive the fee. I had day 1 (ok order day 1) series 0.
 
what is this mean ?
are they sending me a replacement or repair the old watch and send it back to me ?

From what I've seen in previous instances... I'd put money on you getting back your original watch. First thing they do when they get it is flash it with the latest software (hence being unable to replicate the issue of having watchos 4 beta on it in stage 2)

So they didn’t even downgrade the software on it?

latest software means the latest available to the public, ie 3.2.3 - meaning, they pick up your watch, they delete everything, install 3.2.3 and then run diagnostics for the issues you've described. by the time they check for watchos 4, it's already gone, which is why the status is officially "couldn't duplicate issue". others why did get series 1s back may have had other issues found at that stage, or just got lucky.

It's like sending a car to have a deflated tyre replaced because you don't have a pump yourself. Only, this repair centre has a guy on the doors who inflates the tyres of every car that comes in. Now, the repair guys look and say, ummm there's nothing wrong, and send it back. But you did get the tyre inflated, so it's fine either way.

Is that a refurb? Or just sitting on the shelves of a shop somewhere for two years? Did you have to register the purchase date when you bought AppleCare
 
got the replacement today, its series 1.
my old watch have some scratch at the back actually.
 
Interesting. Anyone have any theories as to why they are replacing some and downgrading watchOS on others? Perhaps it depends on where the watch is sent.

I'm going to suggest it partly depends on the success/failure of that initial software flashing. They have turnaround times to meet, and if the watch goes south while it's reinstalling the software then it may take too long to fix satisfactorily. Easier just to swap out for another refurb that's already done.

Not a refurb, original still in factory sealed box at target. I saw it sitting there and impulse bought it to replace my Pebble Time Steel. I wasn't required to provide proof of purchase when I activated it, I am assuming that info was sent to Apple automatically, but I do have the receipt just in case it is needed.
