This is why I added my debit card to Apple Pay in anticipation for this. Even though I use a CC for literally everything (and pay it off each month - the important part), no way in hell am I paying a nonsensical fee just to send money to a friend. I just don’t get the points if I use the debit card. First world problems...

Same here. I’m guessing that there is a server issue and it will be up later in the week for the rest of us.I had the toggle this morning but activation failed. Now I don’t even have the toggle. I’ve turned my phone off and off and the hasn’t reappeared yet.
Unfortunately 2FA is required for a lot of new Apple features, you're just going to have to get used to it. I was avoiding it because it caused a high CPU usage bug on iCloud for Windows but they've since fixed the problem. It's mildly inconvenient but truthfully it's something we all should be using anyway - Apple ID's were terribly insecure before.My iPhone X prompted me to set up Apple Pay Cash when I first received it (and fired it up) it up a few weeks back. The deal-breaker for me is Apple Pay Cash requires two-factor authentication—which was a complete disaster the last time I enabled it.
None of my kids could watch movies, play music, etc. on any of their devices no matter how many times we jumped through the considerable Trusted Devices and Trusted Phone Numbers hoops. I had to reenter verification codes over and over on my own phone and sometimes I couldn’t even do that at work because the verification code was sent to one of my home Macs. It was an absolute nightmare.
Turning off two-factor authentication was even more fun as I was required to “update” the passcode of my hero iTools/.Mac/MobileMe/iCloud account before I could even access it. Yes, perhaps I should have changed a 17 year old email/AppleID account passcode somewhere along the way, but I’d never had an issue and updating created all sorts of its own problems.
Anyway, I just thought I’d mention the two-factor authentication requirement in case any other forum members don’t have that “feature” enabled on their own AppleID accounts.
2FA should never prompt repeatedly for things like that. If I were you, I would most definitely set up 2FA, and then sign out of Apple ID on everything and sign back in. Your account also is required to have 2FA enabled to use anything HomeKit related. But, at it's most basic level, 2FA should be a requirement for all accounts. Not having it on is just asking and/or begging for problems.
Keep trying--it took me about 10 tries to get through the "server jam"--but it finally did go throughEver since I got the notice today on my phone that I could start using Apple Pay Cash, I've tried setting it up, but to no avail. I can get only a few steps in before I get an error, "Could Not Set Up Apple Pay Cash: Apple Pay services are currently unavailable. Please try again later."

Oddly enough I managed to get Apple Pay Cash activated on my iPhone X and one of my iPads before they disabled new activations. It's working fine on those two but I have a second iPad where the toggle is not showing up anymore. I think it's a safe bet that they'll get everything working properly within the next 24hrs.
Some interesting things about using Apple Pay Cash with multiple devices that I've noticed:
- Your AP Cash balance is shared across all of your devices.
- Verifying your identity by taking pictures of your photo ID and entering your social security info only needs to be done once on your account, not on each individual device.
- When you add a bank account to withdraw money from AP Cash, that bank account is shared between devices.
- Funding AP Cash is done through Apple Pay, and uses the cards you have added locally on that device. The card you're using to fund AP Cash is NOT shared between devices - in my case I had to add my debit card to each of my iOS devices so I could send money using them.
- You must activate Apple Pay Cash on each device you intend to use it on separately, and each device is issued a different virtual debit card number (in my case from Discover) when it is activated.
I understand that the release has not gone well and is surprising of Apple.
But does everyone really need Apple Cash RIGHT NOW that bad? Are you really on the edge of your seats to send money to someone, as soon as you can, on iMessage?
Let's be honest, most of us will check it out, set up the feature, be excited and then never use it more than once a month if even that.
The honeymoon phase anticipation before new software features launch is crazy.
