I just toggled the Apple Pay Cash switch, after switching it off it disappeared for a couple minutes but when it reappeared I was able to complete the setup. Never logged out of iCloud.
 
For those who do see Apple Pay Cash, but can’t activate...DO NOT toggle it off. It disappears completely.
Support suggests the toggle will eventually return later in the week or you can log out of iCloud and back in to try and force it to reappear.
Mine only disappeared for a couple minutes, it was there the next time I went into Wallet & Apple Pay. ymmv
 
I posted quite a bit earlier but for everyone that is still having issues, with not being able to setup or the toggle disappearing, Relog iCloud on all your devices. This will force the toggle to repopulate and will reset some of the Apple Pay settings which will allow you to setup Apple Pay cash, I have verified this on each of my iOS devices..now the only thing is that when you log iCloud out, you will need to readd your debit/credit cards to wallet... the info should be there but you will have to reverify the CVV of each card and verify with the mobile apps of your cards.. once this is done use a debit card to setup Apple Pay cash. One issue also with reloggin iCloud is that your iMessage maybe sporadic in sync for a few minutes.
 
I was having the problem where it said "APC Services Unavailable" and not allowing me to proceed.

Rather than totally log out of iCloud as some had suggested, I went to the iCloud settings and just turned off the "Wallet" from the "Apps Using iCloud" area and then turned it back on again..

The next time I attempted to set it up it worked no problem.

good to know that theres multiple ways to get around these silly errors everyone is getting during this rollout

I bet your bank charges a fee for it though. For Apple users it doesn’t bother us it’s just between iOS devices. The integration with the software is what is so nice about it.

BoA doesn’t charge anything for it.

Meanwhile, MacRumors has not updated the article to say how badly this is failing.

Apple Pay Cash only works with debit cards. You will not be able to load money onto your Apple Pay Cash card without a debit card. You can still receive cash from someone but you will not be able to send money without setting up a debit card on your wallet first.

Not sure I quite understand but basically it’s as follows: There’s no charge to receive money, and subsequently move it to your bank if you wish, no matter the source. If you send money there’s no charge if the source is a debit card, and 3% if it’s a credit card.

Never heard that rumor.

And it doesn't make much sense either. Banking laws have become very restrictive in recent years, Apple would have little benefit becoming a consumer bank. In the same way, Apple has refused to become a cellular operator.

If you would like to post a hyperlink to a credible source about this alleged debit card offering, I'm sure the people here would be happy to comment.

"I read something on the Internet that..." simply doesn't carry any weight these days.
 
Finally was able to activate Apple Pay Cash. I set up a bank account for transfers on my iPhone but it’s also making me enter the bank info on my iPad too. Thought this was supposed to sync via iCloud. Anyone else having to enter bank account info for every device?
 
Likely a precautionary measure to ensure that you are the owner of the device in question.

After all, if you somehow logged into your iCloud account on your brother's girlfriend's uncle's iPod touch, you really wouldn't want him draining your bank account with APC transfers to his poker buddies.

In the same way, configuring Apple Pay on one device will not carry over to another iDevice automatically.

That’s what I thought, but Apple’s support page says “After you update your information on one device, it automatically updates on all the devices where you're signed in with your Apple ID” under the heading “How to update your bank account information.” Maybe this only applies to updating and not setting up bank account for the first time on each device. Just curious if anyone was able to add a bank account on one device and have it sync over to other devices.
 
Don’t hold your breath about it actually working. Finally got it set up on my phone and my wife’s phone. Tried to send money to each other and get “xxxx cannot receive payments sent with Apple Pay at this time”

And my device is set to automatically accept Apple Pay payments

Yes, I was. After setting up APC on my iPhone X, with all the additional verification info, bank routing, account number, it all synced to my iPad so that I can add money and transfer funds there too. I just had to click on the request that I wanted to add APC to the iPad when a pop-up appeared.

Did you add the additional identity verification info, like your SSN?
