Apple Pay Cash is not available to me in California. From what I have been able to determine, it is also not available to a lot of others. Epic fail Timmy.

For me, it was available on my iPad at about noon today, but not on my iPhone. Only later this evening was it available on my iPhone. IIRC, it became available after I plugged in each device into a lightning charger. Not sure if there is a correlation but that seemed to be what happened for me. Worth a shot for those who are not seeing the service.

Mine just activated out of the blue. Set up card, verified identity (no need to send ID or anything like that, just last 4), and set up bank account/routing number.

Seems 3 large is the max to send/receive in APC, at least for now.
 
Log out of iCloud then log back in and it should work just did it and it let me set up instantly
I can verify that this worked for me.

BUT...it's really irritating that resetting network settings, logging out of and back into iCloud are acceptable solutions to problems. When you have multiple Apple devices, it gets to be a pain in the ass having to accept/verify everything on your other devices. And you lose your saved WiFi passwords. And you have to wait for your entire Photos library to re-download to your device (I have 10k+ pictures/videos). It's annoying.

Apple--work it out so things work like they should. I've had to sign out of and into iCloud more since iOS 11 than all the times before iOS 11 put together.
 
My toggle, which had disappeared earlier this afternoon, has reappeared (toggle was in the on position) and I also have the Apple Pay Cash card now.

But when I try to complete the setup, I still get the services unavailable/try again later error message.

Edit: After continuing to get the error message for an hour, I turned off the toggle. It disappeared but a couple minutes later when I went back to Settings/Wallet & Apple Pay, it was there.

Toggled it on, it asked for my AppleID, it failed setup again with the services unavailable/try again later error. So I immediately re-tried and was able to finish the setup. Took about 15 seconds to finish activating. I then verified my identity with last 4 of my social and address and that was it.

I transferred $10 from my debit to the Apple Pay Cash card to test. Used TouchID to confirm transfer and the money withdrew from my bank account and is now on my Apple Pay Cash card. So far so good.

P.S. I never had to sign out of iCloud. ymmv

Not working for me - and frankly, I have zero interest in jumping through hoops like hard reboots or signing out of iCloud for a feature that should "just work". When they figure out how to make it available without me having to chase it down, I'll look at it. Until then, FAIL.

Logging out of iCloud doesn't remove your saved Wi-Fi passwords. Those are stored in iCloud keychain, which will re-download everything when you sign back into iCloud. Resetting Network Settings WILL remove your saved Wi-Fi passwords.

Text message forwarding (if you have other iDevices) is now synced to iCloud settings, as is all HomeKit settings, which is nice. Wi-Fi calling has to be re-enabled if you sign out of iCloud or do a network settings reset.

Your Photos library will re-sync overnight when it is asleep and on the charger, assuming you use iCloud Photo Library, and have your phone set to keep everything offline. It actually doesn't re-download everything, since signing out of iCloud doesn't delete any pictures from your device. However, upon signing back into iCloud, it will examine everything still on your phone and check it against what is stored in iCloud. This sync process does take a while but everything will be in sync by morning.

Also, I didn't have to sign out of anything for APC to pop up. You people are trying to force something that is on an obvious slow rollout, when all you need to do is wait. I haven't had to sign in or out of iCloud for anything on iOS 11 except when setting up my new phone initially.

However, I will agree that this year has been a low point for Apple in regards to software quality, both iOS and macOS. These past few weeks, notably, with the macOS root exploit combined with the "I" text bug on iOS, and then the "it" bug, topped off by the Dec. 2 date bug which forced them to release iOS 11.2 before schedule which advertised a feature that wasn't available yet. It's been a nasty mess, and hopefully Apple takes note of this and fixes their mess before it gets worse.
 
I got it on my iPhone courtesy of the public beta program... but nothing on my wife's phone... not even the option to enable it under Settings > Wallet & Apple Pay. Apple has really screwed the pooch with the details on both iOS and macOS this time around. I'm guessing 'It just works' is no longer the company's catch phrase.
 
It just appeared for me in Phoenix, a little after 7pm local time. A pop-up screen appeared in Messages saying it was now available. I had to go into the Wallet to complete the set up. Considering it’s a financial tool with legal obligations, I’m not surprised the roll out was slow and controlled, also that it did not start until the business week began.

I must say that the hostility and sense of entitlement displayed in this thread has been astounding. It’s simply a new feature that is now available to those who wish to use it, nothing else.

Apple pay cash "randomly" popped out of no where just now. I have not rebooted my iphone, and or logged out of my icloud account. I simply picked up my phone, unlocked it and a message popped up stating it was now available.

I asked my wife to send me a small amount of money to try it out. Initially it said it was unavailable and gave an error message. I then tried it a few minutes later and I was able to accept the payment.

I don't think you read my post carefully. I said that it is irritating that resetting network settings and signing out of and into iCloud are acceptable solutions to PROBLEMS (not only this specific problem). When iOS 11 launched, the Personal Hotspot feature stopped working correctly for many of us. We could not initiate it from any device signed into the same iCloud account. The only way to fix it was to both reset network settings and sign out of and into iCloud. It's such an inconvenience that these "solutions" should not be acceptable to Apple at all.

They Photo library thing is an inconvenience, but still...it's an inconvenience. I have been through this before and I know how it works. But when you have to go through this multiple times in such a short amount of time in order to get everything working as it is supposed to, something is wrong.

No one is forcing anything. No one knows exactly how APC was supposed to roll out because Apple didn't communicate anything. They have an email address on file for ALL of us. They know exactly what version of OS we're on. It would be nothing to send an email announcing that it's launching and what to expect.

I hate apple. They lost quality and stability and ‘it just works’ philosophy when steve died. Tim is probably too soft on employees and everything has gone to hell. I hope their stock begins to drop reflecting people’s disappointment.
 
This sounds like a pain point in regular usage (from the Apple kb article, above):

"To protect your account and the security of your money, you might be asked to verify your identity when using Apple Pay Cash, even if you have previously done so."

I can see them re-asking these every $500 used. Could imagine it being highly annoying if you owe someone cash in a busy situation, only for the verification to pop up at the most inconvenient moment. ...and you're screwed.
