Apple's attention to detail is really getting sloppy.
The assumption you're making here is that these inter-device features would somehow get developed apart from a closed ecosystem. If companies can't create new features to make only their products more attractive, then that cuts off the legs of any monetary motivation they have to make those new features. If all closed ecosystems are made illegal, then all ecosystems will start falling apart and it will fall on third parties using standard protocols to try to sell hacked-together (inefficient non ideal) solutions.
Companies can create new features to make only their products more attractive. For example Apple used to bundle Internet Explorer and later always pushed Microsoft Office down to everybody because they needed to gain marketshare. They created iChat that had Aol Instant Messenger, Jabber, many different services (later cut it all out and made it proprietary Messages only.) They had iSync to connect ANY phone you had to sync contacts and calendars and music from their computers to your devices, then they cut that all out and created MobileMe and iCloud and more gating. No problem to have a superior solution as a company, but you don't have to just cut out other options.
I imagine they'd just add the functionality to the existing iCloud for Windows software Apple makes. It'd just sync the Windows clipboard to iCloud and your phone, same as it does for Mac
If they have thought this with interoperability in mind since the very beginning, it would have already done. But not, let’s focus on own closed ecosystem until someone complains.
