Tim Cook wants tax reform. Apple has $200 billion overseas that it can't bring back without incurring a huge tax bill. It would not surprise me at all if he is willing to commit to building some manufacturing capacity (or supporting suppliers doing the same) if it builds support for tax reform on both sides of the aisle.I'm sure somewhere right now Tim Cook is standing with a thousand yard stare saying "That's... not what I said to him."

As are all politicians. But I don't doubt that Apple would find a way to build a plant here for political purposes.
