Correct, the US Store prices (as listed,) are without tax. Sales tax is then added depending on where the purchaser lives. In the US, there is no federal sales tax (or VAT,) so each state, county, and city is free to set their own. For example, where I live in Oregon state, there is no tax at all. If the Apple Store says $1999, I pay $1999. In Santa Cruz, California, though, you have California state sales tax of 7.25%, a county sales tax that adds another 0.75%, and a city sales tax that adds another 0.25%, for a total 8.25%. (Which, in a quick search, appears to be the highest 'general' sales tax in the U.S. Some states, counties, or cities have higher taxes on specific items like lodging, alcohol, or other items; but 8.25% appears to be the highest tax that applies to all items in general.)
