OK, MAJOR battery drain on my iPad 2. Like 5X speed. Also on my iPhone 6, but not as much. Twiddling settings on my iPad to see if I can slow it down. iPhone 6 was already maximized for battery life.
 
I ended up going back to 10.2.1 on my 6S+ because all of my apps that i use to block ads in apps no longer worked under 10.3. I'll go back to 10.3 in a few months. Hopefully those apps get updated soon.

I've been using the LIONZ add blocker, and it still works perfectly with IOS 10.3

I had used another blocker previously which had worked well and then stopped working within a week or two of that blocker's initial installation
 
The new feature of being able to search in "Settings" at the top is a plus. Its really handy to search for an app instead of scrolling or deep search for a setting. Nice!:D

That's not really new to iOS 10.3.

Content blockers seem to work just fine as they did before 10.3.

Oh boy here we go. I updated to the new iOS 10.3 today and I just notice that my battery is not lasting as along before the update. Before I would use my iPhone until the end of the line of 1%. My phone literally just turned off on 5% that's crazy. Also when the phone power up again it showed that it was at 19%. Can someone tell me what the Hell just happened??
 
I installed on the 27th. Battery life is fine now. I think indexing is done by now. I get the impression that the phone charges faster then before. (iPhone 6).

Give it a few days and a few charging cycles to see how things are going. Battery usage can be somewhat weird the first day/cycle right after an upgrade.

I did. I use Adguard and so far haven't heard anything. I posted on their forums Tuesday.
