What rotation bug?! I have an iPad Air 2 and never noticed a bug?!
I ended up going back to 10.2.1 on my 6S+ because all of my apps that i use to block ads in apps no longer worked under 10.3. I'll go back to 10.3 in a few months. Hopefully those apps get updated soon.
After 2.5 days with 10.3 on SE, no battery drain, no issues and no regrets. Ok, maybe the new emojis... 
I've been using the LIONZ add blocker, and it still works perfectly with IOS 10.3
I had used another blocker previously which had worked well and then stopped working within a week or two of that blocker's initial installation
The new feature of being able to search in "Settings" at the top is a plus. Its really handy to search for an app instead of scrolling or deep search for a setting. Nice!

Content blockers seem to work just fine as they did before 10.3.
Content blockers do, in app adblockers don't such as ads within AP news or MSN news.
You are talking about apps like Adguard Pro or something similar that uses VPN and all that?
Curious if you tried contacting the developers of at least some of those apps to see what they might have to say about it.
Oh boy here we go. I updated to the new iOS 10.3 today and I just notice that my battery is not lasting as along before the update. Before I would use my iPhone until the end of the line of 1%. My phone literally just turned off on 5% that's crazy. Also when the phone power up again it showed that it was at 19%. Can someone tell me what the Hell just happened??
Give it a few days and a few charging cycles to see how things are going. Battery usage can be somewhat weird the first day/cycle right after an upgrade.

I did. I use Adguard and so far haven't heard anything. I posted on their forums Tuesday.

Looks like there's a very recent discussion in relation to Adguard Pro at https://forums.macrumors.com/threads/adguard-pro.2039619/ with supposedly a big update coming for it very soon.
